Arizona's overdose Good Samaritan statute is codified at ARS § 13-3423. A person who in good faith seeks medical assistance for someone experiencing a drug-related overdose may not be charged or prosecuted for possession or use of a controlled substance or drug paraphernalia (or a preparatory offense) if the evidence for the violation was obtained as a result of that person seeking medical help. The protection also extends to the person who experiences the overdose and is in need of medical assistance.
Under Arizona's naloxone access provisions, naloxone is available at pharmacies without a personal prescription, and any person may possess and administer it to someone believed to be overdosing. For AHCCCS members, naloxone is a covered medication at no co-pay.

No — not for the personal-use drugs that caused the overdose. Arizona's Good Samaritan law, ARS § 13-3423, says a person who in good faith seeks medical help for an overdose cannot be charged or prosecuted for possession or use of a controlled substance or paraphernalia when the evidence was found because they sought help — and the same protection covers the overdose victim. Yes — and broadly, because Arizona expanded Medicaid.
